San Antonio City Council has extended the Mission Drive-In Tax Increment Reinvestment Zone, or TIRZ, to 2060 as part of continued investment in District 3 and the city’s Southside.
The action, taken during the council’s September 10, 2026, A Session meeting, provides additional funding for the voter-approved District 3 Aquatics Facility and improvements to the World Heritage Center.
Plans for the World Heritage Center include a new pavilion intended to expand cultural and educational programming. The pavilion will also strengthen connections between the World Heritage Center, Mission Marquee Plaza and nearby amenities.
Council also approved additional TIRZ funding to support enhanced security throughout the San Antonio Missions Historical Park.
The investments are expected to support citywide cultural celebrations, including the Annual World Heritage Festival. The festival highlights the history, culture, traditions and stories connected to the San Antonio Missions and the Southside.
The 11th Annual World Heritage Festival is taking place September 9-13. The family-friendly event is open to the public. Residents and visitors can find more information about this weekend’s events at WorldHeritageFestival.org.
The announcement also recognized 2M Smokehouse for winning the Food Network’s Pitmasters competition and showcasing San Antonio’s barbecue tradition on a national stage.
District 3 Councilmember Phyllis Viagran said the projects reflect the district’s focus on recreation, safety, infrastructure, local businesses and the city’s UNESCO World Heritage designation. She said the investments are intended to create opportunities while honoring the history and culture of the community.
