Mayor Gina Ortiz Jones selected Jim Perschbach, Jelynne LeBlanc Jamison and Mario Obledo, Jr. to serve as Tri-Chairs of San Antonio’s 2027 Bond Program.

San Antonio Mayor Gina Ortiz Jones has selected Jim Perschbach, Jelynne LeBlanc Jamison and Mario Obledo, Jr. to serve as Tri-Chairs of the city’s 2027 Bond Program.

The announcement was made October 19, 2026. The bond program is expected to guide infrastructure investments addressing community needs, economic development and disparities affecting residents.

Perschbach is president and CEO of Port San Antonio. Jamison is president and CEO of The Center for Health Care Services, and Obledo is chief of government and public affairs for the San Antonio Food Bank.

In announcing the appointments, Jones said infrastructure priorities should consider historic inequities connected to disparities in areas including educational attainment and life expectancy. She said the three appointees are prepared to lead the process and thanked them for agreeing to serve.

Perschbach said bond dollars support services and facilities residents use daily, including streets, drainage infrastructure and parks. He also said he looks forward to hearing from residents across the city as the process moves forward.

Jamison said her previous experience at the City of San Antonio will help her work toward a fair and balanced approach to the city’s infrastructure needs. She said the Tri-Chairs will work with the community to identify priorities, practice responsible stewardship and minimize impacts on residents.

Obledo said the bond represents an opportunity to address current and future challenges as San Antonio grows. He also emphasized the role of economic development in strengthening the city’s future and said the health, safety and well-being of residents depend on collective work.
